Economic Development Planning Tools & Materials

To facilitate analyses of a county’s or city’s current and projected economic, quality of life, infrastructural, and financial circumstances, R. D. Cecil and Company has developed the following tools. They may be licensed for use as part of a consulting and training package.

  • 145-page Analytic/Audit Checklist (outline) of (Economic) Development Factors.  The “factors” are essentially (a) questions to ask, (b) things to consider, or (c) “bases to cover” regarding various economic and related areas. The checklist includes quality of life, infrastructural, and financial factors, all of which affect economic development. Once information has been filled in on the checklist, it  provides an organized listing of a county’s and/or city’s (a) liabilities, threats, problems; (b) assets, potentials, opportunities; and (c) possible solutions, initiatives, and plans in all the following areas:

General Development Factors (7 pages).

 

Economic Development Factors:  general factors (5 pages); industrial/manufacturing factors (19 pages); agricultural factors (12 pages); tourism factors (10 pages); retail/services factors (12 pages)

 

Quality of Life Development Factors: general factors (3 pages); education & training factors (13 pages); housing factors (5 pages); healthcare factors (6 pages); social services factors (10 pages); public safety factors (7 pages); recreation/entertainment/culture (7 pages).

 

Infrastructural Development Factors: transportation factors (12 pages); utilities factors (3 pages); communications factors (3 pages); water/sewer/waste factors (2 pages).

 

Finance/Funding Development Factors: economic development factors (6 pages); public finance factors (3 pages).

  • 27-page List of Possible Statements of Long-Range Goals/Objectives, Strategies, Tactics,  and Programs or Projects for all the areas mentioned above. Is used for “drag and drop” development of a Goals and Plans Document. This document is provided in two formats. First, in printed form, so that planners have something basic to work with and to modify as they see fit. Second, computerized, so that planners can develop, finalize, and later update their own goals and plans statements with a word processor (such as MS-Word).

  • Checklist of Business Attraction/Targeting Variables.  A 16-page spreadsheet matrix that helps better target businesses for attraction to an area by analyzing and determining compatibility among the following factors: (a) the location and site needs of companies in various types of industries (by SIC codes)―needs such as labor force requirements, proximity to markets, and the availability of tax breaks, water, transportation, and energy; (b) the extent to which the local area could meet those location/site needs; and (c) the different types of companies' comparative benefits to the local area―benefits such as total payrolls, property taxes, construction dollars, economic stability of products/services, and educational level of personnel.
